Water Resource Management – With increasing tourism and urban growth in cities like Panaji, Margao, and Vasco da Gama, freshwater demand is rising rapidly. Sewage Treatment Plants (STPs) help recycle wastewater for non-potable uses such as flushing, gardening, and hotel operations, reducing pressure on groundwater and local water sources.
Government Regulations Compliance – Installation of STPs is mandatory for hotels, resorts, residential apartments, and commercial establishments as per norms set by the Goa State Pollution Control Board, ensuring safe treatment and disposal of wastewater.
Coastal & River Pollution Control – Discharge of untreated sewage threatens Goa’s rivers like the Mandovi River and Zuari River, as well as its beaches. STPs play a vital role in preventing water pollution and protecting marine ecosystems and tourism-dependent coastal zones.
Tourism & Infrastructure Growth – Goa is one of India’s top tourist destinations, with a high concentration of hotels, resorts, and homestays. This seasonal influx significantly increases sewage generation, making efficient wastewater treatment essential for sustainable tourism and infrastructure development.
Cost Savings & Water Reuse – Treated wastewater can be reused for landscaping, cooling systems, and flushing in hotels and commercial properties. This reduces dependency on freshwater and tanker supply, leading to cost savings and improved sustainability.

GSPCB Approval – All projects must obtain Consent to Establish (CTE) and Consent to Operate (CTO) from the Goa State Pollution Control Board before installing and operating a Sewage Treatment Plant (STP). These approvals ensure that the system design and operation meet environmental standards.
Mandatory Rules – STPs are compulsory for apartments, hotels, resorts, hospitals, commercial complexes, and industries as per environmental norms and approvals from local authorities such as municipal councils and panchayats in cities like Panaji, Margao, and Vasco da Gama.
Reuse Norms – Treated wastewater reuse is strongly encouraged for applications such as flushing, gardening, landscaping, construction, and cooling systems in hotels and resorts, provided it meets the prescribed standards set by the Goa State Pollution Control Board.
Discharge Standards – Treated water must comply with GSPCB norms—typically including parameters like pH (5.5–9), BOD (10–20 mg/L), TSS (20–30 mg/L), COD (50–100 mg/L), and controlled fecal coliform levels—before discharge into coastal waters, rivers, or for reuse.
Monitoring & Compliance – The Goa State Pollution Control Board conducts periodic inspections, may mandate online monitoring systems for larger STPs, and enforces strict compliance to prevent pollution of rivers, groundwater, and coastal ecosystems.
